RECOMMENDATION
Staff recommends that City Council approve the Guaranteed Maximum Price (GMP) Amendment #1A in the amount of $3,226,357.89 for Bid Package #1A with Langlas & Associates, Inc., for the Amend Park Recreation Campus project. This amount is in addition to the previously approved GMP Amendment #1 of $3,894,768.91, resulting in a total GMP of $7,121,126.80.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Amend Park Recreation Campus project includes construction of a Courts Facility to serve as a multi-purpose indoor sports complex. The overall scope includes full-sized basketball courts, support facilities, and site infrastructure shared with the Yellowstone Ice Facility.
GMP Amendment #1A includes procurement of the Pre-Engineered Metal Building (PEMB) system and associated erection work to maintain the project schedule. This bid package was publicly advertised, and True North Steel was the apparent low bidder with a base bid of $3,009,215.00 for Bid Package 1A. Associated fees, insurance, bonds, and a 3% contingency bring the GMP Amendment #1A total to $3,226,357.89 (see Exhibit A1A Sumary dated 4/16/2025).
This amendment is consistent with the adopted capital planning and delivery methods established through the City’s agreement with Langlas & Associates, Inc., using a General Contractor/Construction Manager (GC/CM) model under AIA A133–2019.

FISCAL EFFECTS
This GMP Amendment #1A of $3,226,357.89 will be funded using project budget appropriations established in the FY26 Capital Improvement Plan. The overall project remains within the original $20 million budget authorized for the Courts Facility.
This amendment includes no alternates and is based on firm bid values for PEMB scope, consistent with previous contract terms. A 3% contingency is included for Bid Package #1A, and project cost oversight will continue through the City’s Owner’s Representative and City Staff.

SUMMARY
GMP Amendment #1A requests Council approval to authorize $3,226,357.89 for Bid Package #1A related to the procurement and erection of the Pre-Engineered Metal Building (PEMB) for the Amend Park Recreation Campus Courts Facility. This package was bid publicly and awarded to True North Steel as the lowest responsive bidder. Amendment #1A is part of the phased General Contractor/Construction Manager (GC/CM) delivery model with Langlas & Associates and includes construction-related fees, insurance, and contingency. This amendment will maintain project momentum, ensure timely procurement of long-lead items, and keep the overall project within the adopted $20 million budget.
