RECOMMENDATION

Staff recommends purchasing a 2025 Vacuum Excavator from Vermeer Rocky Mtn in the total amount of $139,966.50.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The purchase of the 2025 Vacuum Excavator is included in the approved FY25 Equipment Replacement Plan (ERP) and the FY25 Street and Traffic budget.  The vacuum excavator is a new addition to the fleet and will be used to expose utilities, assist in making repairs and help keep the storm system clean, freeing up jet trucks to perform critical maintenance on storm infrastructure.

The 2025 Vacuum Excavator was advertised on May 2nd and May 9th, 2025 in the Yellowstone County News and on the City's website.  Bids were opened on May 20, 2025.  Five bids were received. Vermeer Rocky Mountain submitted the lowest responsible bid that met specs.

ALTERNATIVES

City Council may:
  • Approve the purchase of the 2025 Vacuum Excavator; or,
  • Not approve the purchase.  If not approved we will continue to use much more expensive equipment to make the repairs.  We only have 2 jet trucks for the entire storm system and rely on them to be efficient at cleaning inlets and mainlines.  These smaller repairs that could be made with the new vacuum excavator takes away from efficiency which lowers our service levels that we are striving to improve.

The City received 5 bids for the 2025 Vacuum Excavator as shown below:

Vermeer Rocky Mountain was the lowest bidder that met specifications.  The 2025 Vacuum Excavator was budgeted in FY25 using storm funds in the amount of $180,000. There are sufficient funds for the purchase.  The overage will be used to cover shortfalls on other equipment purchases.
