PROBLEM/ISSUE STATEMENT
The PVC liner at Rose Park Pool was installed in the spring of 1994 when the pool was undergoing major renovations. The normal lifespan for a liner in our climate is about 10 years. This summer will be the 18th year of service from this liner. It is in poor condition with areas of the interior nylon mesh exposed, and it has become quite brittle from UV exposure to the point it cannot be heat welded for repairs. This will probably be the last season the pool will be able to operate until the liner is replaced.
Sealed bids to remove the existing PVC liner and replace it at the end of this summer's pool season were opened on 5/31/2011 and the low bidder is recommended. This project is scheduled to commence on August 22nd and be completed by October 15th. This company has installed pool liners world-wide and in all 50 states and has been approved by the consulting engineer. Several references were contacted and gave very positive feedback.

ALTERNATIVES ANALYZED
The Council may:
- Approve the bid and award a contract to Aquatic Renovation Systems, Inc.; or
- Not approve the bid from Aquatic Renovation Systems, Inc., reject all bids and provide guidance to staff on rebidding the project.
FINANCIAL IMPACT
Sealed bids were received from four firms with the lowest qualified bid of $79,515 from Aquatic Renovation Systems, Inc. of Indianapolis, IN. This bid includes the removal of the existing liner and the complete installation of the new one. It comes with a 10 year warranty as did the existing liner. The bids ranged from this low bid to a high bid of $192,222.80.
RECOMMENDATION
Staff recommends awarding the bid for the Rose Park Pool Renovation project to Aquatic Renovation Systems, Inc. of Indianapolis, IN in the amount of $79,515.00.
