RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 25-99: City of Billings Signal Upgrade to Montana Lines, Inc., in the amount of $254,955.75.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 25-99: City of Billings Signal Upgrade is the last group of projects of an ongoing multi-year traffic signal replacement project to upgrade traffic signal controllers, cabinets, communication, and detection at signalized intersections in the City. These upgrades allow staff to immediately respond to traffic demands and provide improved reliability, resiliency, and function to the transportation network. The intersections that will be upgraded include 6th Avenue North & North 13th Street, Lewis Avenue & 16th Street West, and Central Avenue & Mall Drive. Improvements will include traffic signal equipment and sidewalk ramp replacement to improve accessibility.

W.O. 25-99: City of Billings Signal Upgrade was advertised on May 16, May 23, and May 30, 2025 in the Yellowstone County News and on the City's website. Staff opened bids on June 3, 2025 and two bids were received. Montana Lines, Inc. submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 25-99: City of Billings Signal Upgrade to Montana Lines, Inc. in the amount of $254,955.75; or,
  • Not award a contract and reject all bids. If the project is not approved, the traffic signals at these three intersections will not be upgraded.

FISCAL EFFECTS

The project was budgeted in FY25 using Street Maintenance District 2 (SMD2) funds in the amount of $675,000.  There are adequate funds to award the project. Remaining funds will be used on the Safe Routes to School project and to purchase additional signal controller equipment.
