RECOMMENDATION
PRPL seeks Council consent to award Knife River the contract for the Big Ditch Trail Extension. The contract will be in the amount of $105,575.00. The scope of work will include 9,650 SF of new concrete sidewalk, fine grading, and seeding/restoration of disturbed areas.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Big Ditch Trail Ext is a joint-funded project through Montana Fish Wildlife and Parks (FWP) and Billings Trail Net. The new concrete sidewalk will be a multi-use sidewalk starting from the southwest corner of Rimrock West Park and moving west through park-owned property. The sidewalk will terminate with a handicap ramp on Stone Creek Rd in the River Rock Estates Subdivision. Funding for the project totals $138,023.00. FWP $84,182.00 Billings Trail Net $53,841.00. Of that, $138,023.00, $24,500.00 was used for consulting, survey, design and a bid package. There is a balance of $113,523.00 to complete the project. Once PRPL receives Council consent, a notice to proceed will be given; PRPL expects to complete the project by 12/31/2025.

FISCAL EFFECTS
Although construction costs are covered, PRPL does expect to see a minimal cost increase over time due to the added time for maintenance the new trail will cause. (Example - Snow removal.) Maintenance costs are minimized due to the trail being done in concrete. PRPL does not expect to hire any FTEs.
