RECOMMENDATION
Staff recommends that the City Council award a construction contract for the W.O. 19-42: West End Water Treatment Plant Transmission Main Project, Phase 2 to COP Construction, LLC. in the amount of $2,863,863.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The W.O. 19-42: West End Water Treatment Plant (WEWTP) Transmission Main Project, Phase 2 will deliver treated water from the future WEWTP to the City’s distribution system at the intersection of King Avenue West and South 44th Street West. Construction of the water transmission main was divided into two phases. Phase 1 from King Avenue West to Hogans Slough is complete, and Phase 2 will construct the pipe from Hogans Slough south to the WEWTP, completing the pipeline from the water plant to the distribution system.
City Council approved construction of Phase 1 on September 9, 2024 which consisted of approximately 2,570 feet of 36-inch diameter ductile iron water main. Construction was completed on April 25, 2025. The remaining work in Phase 2 is now under consideration and includes approximately 3,950 feet of 36-inch diameter ductile iron water main.
This project was advertised on May 23, May 30, June 6, and June 13, 2025, in the Yellowstone County News, QuestCDN and on the City’s website. Bids were opened on June 17, 2025. Four bids were received. Staff reviewed the bids, and they are under the Engineer’s Estimate for the project. COP Construction, LLC. submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Approve W.O. 19-42: West End Water Treatment Plant Transmission Main Project, Phase 2 award to COP Construction in the amount of $2,863,863; or,
- Not approve the award of a contract. If the project is not awarded, water produced by the WEWTP will not be able to be delivered to the City's distribution system.

The West End Water Treatment Plant transmission project was budgeted in FY25 using Water Funds in the amount of $5,000,000. Considering funds encumbered on Phase I in the amount of $1,936,824, there remains $3,063,176 for this phase. There are adequate funds to award the project. Remaining funds in the amount of $199,313 will be used for any change orders and materials testing.
