RECOMMENDATION

Staff recommends the approval Amendment 1 of Tyler Technologies 1-Year agreement for the licensing and support of our Public Safety Software Systems in the amount of $43,120.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

In October of 2024, the City of Billings signed a 1-Year, annually renewable Software Support Agreement with Tyler Technologies for continued service and support.  This amendment is to add necessary updates and additions. As the department continues to grow in call volume, service area complexity, and reporting requirements, the limitations of the current system have become increasingly apparent.

To meet evolving operational, compliance, and data analysis needs, the department has identified critical areas where the existing RMS must be upgraded and expanded. These enhancements aim to improve data accuracy, streamline workflow efficiency, enhance incident reporting capabilities, and support integration with other public safety systems such as CAD. 

This modernization project will ensure that BFD continues to provide high-quality emergency response services while supporting accountability, transparency, and data-driven decision-making across all levels of the organization.

We are bringing this memo before you to request City Council's approval for the increased cost for this year's Software Agreement renewal.
 

ALTERNATIVES

City Council may:
  • Approve; Amendment 1 to the 1-Year renewal of the Tyler Technologies Software Support Agreement or,
  • Not Approve

FISCAL EFFECTS

 One-time fees of $12,080. Recurring fees of $31,040. The total cost of Amendment 1 of the 1-Year Software Support Agreement with Tyler Technologies is $43,120.
