Staff recommends awarding the General Contractor/Construction Manager (GC/CM) Services contract for the airport Airline Ticketing Area Remodel to Martel Construction. 

The Billings Airport ticketing area has TSA Baggage screening machines in the lobby, which take space, creates crowding for passengers, and results in a stressful travel experience. The remodel will move the TSA baggage screening behind public areas, modernize the baggage belts to the screening machines, increase ticket counter availabiltiy, upgrade ticket counters to create a more inviting flying experience, and improve airline operator ergonomics to lower operating costs, critical to air service development. Four companies bid for the GC/CM Services contract, all proposals were scored, the top two companies were interviewed and rescored. Martel Construction scored the highest. 

City Council may:

• Approve the contract award to Martel Construction in the amount of $27,574.00 for Phases I and II Pre-construction.
• Not Approve the contract award and provide guidance on which way to proceed

Spend $27,574.00 from airport capital funds. 

Staff recommends the City Council approve awarding the GC/CM Phases I and II Pre-construction Services contract to Martel in the total amount of $27,574.00.
