RECOMMENDATION
Staff recommends that the City Council approve the contract with Steven Baldwin Associates for the Airport Governance Analysis and Transition Plan project.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
A Request for Qualifications for the Airport Governance Analysis and Transition Plan project was advertised in Yellowstone County News and the Airport Website on July 3, 11, and 18, 2025. Eleven interested firms requested a copy of the RFQ.; four firms lacked staff qualifications while two firms cited insufficient capacity to meet project timeline requirements The selection committee selected Steven Baldwin Associates as sole qualified consultant for the governance transition project. The committee noted this respondent's multiple concurrent projects and experience portfolio. An eighteen-month maximum project timeline has been established, with a mandatory one-year post-transition support period for implementation assistance.
ALTERNATIVES
City Council may:
- Approve the consulting contract with Steven Baldwin Associates for the Airport Governance Analysis and Transition Plan project; or,
- Not Approve the consulting contract with Steven Baldwin Associates for the Airport Governance Analysis and Transition Plan project.
FISCAL EFFECTS
The cost of this contract will not exceed $622,000. Funds to cover this cost are included in the current budget.
