RECOMMENDATION
Staff recommends the City Council approve the Resolution renewing Citizen Police Advisory Board for another four years.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Resolution is a result of an initiative Council passed May 24, 2021, and enacted by Council action on September 27, 2021. The current resolution expires in December 2025. Staff recommends renewal of the resolution with modifications addressing board make-up. Specifically membership will be from seven at-large citizens, eliminating content experts from Yellowstone County Continuum of Care and Yellowstone County Substance Abuse Connect. Four areas of emphasis continue to be the following:
1. Recruitment, retention, and workplace diversity;
2. Crime prevention and diversion;
3. Community support and engagement; and
4. Data collection and analysis.

ALTERNATIVES
City Council may:
- Approve Renewal of the Citizen Police Advisory Board; or,
- Not Approve the Renewal of the Citizen Police Advisory Board and provide staff with further direction if needed.
FISCAL EFFECTS
Staff will provide support to the new board, managing meetings, agenda's and minutes. If successful, this work will more than offset, as the police department excels in the areas the board is responsible for assisting in.
SUMMARY
The Resolution is consistent with the Council's approved initiative from May 2021. See the attached draft resolution.
