PROBLEM/ISSUE STATEMENT

The Billings Regional Landfill currently accepts waste from adjoining counties and the cities and towns within those counties. This is accomplished via 1-year or 3-year agreements (with annual amendments) with those entities. The current agreements expire June 30, 2011. The renewal of these agreements is recommended to continue the current practice.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the agreements with each entity; or
  • Disapprove agreements with each entity

FINANCIAL IMPACT

These agreements specify an annual fee of $495,500 for Yellowstone County and $18.00 per ton of waste for all other entities. These are the rates that were approved at the June 13, 2011 Council meeting and include a 10% surcharge for Yellowstone County and 20% surcharge for all other entities. These agreements will generate approximately $1,815,000 in revenue in fiscal year 2012.

RECOMMENDATION

Staff recommends that the City Council approve and authorize the Mayor to sign amendment #2 with Yellowstone County and the one-year Landfill Use Agreements with:

Bighorn County Town of Joliet
Town of Fromberg Stillwater County
Musselshell County Town of Columbus
Town of Bridger City of Laurel
Town of Hysham Treasure County
City of Red Lodge City of Big Timber
Carbon County
