RECOMMENDATION
PRPL staff recommend City Council accept the proposed 2026 budget submitted by the Amend Park Development Council.
EXECUTIVE SUMMARY
The 2023 agreement between the City of Billings and Amend Park Development Council (APDC) requires APDC to submit a proposed budget to City Council for approval. Attached are the 2023 agreement, the proposed 2026 budget, fee structure, and statement of activities.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Per the signed 2023 agreement (attached) with Amend Park Development Council (APDC), a proposed yearly budget and fee schedule are to be given to City Council for review and approval.
FISCAL EFFECTS
The proposed budget includes reimbursement payments to PRPL for field maintenance services provided to the Amend Park Development Council. These services go beyond standard park maintenance and include mowing the turf multiple times per week to maintain a lower height, applying additional fertilizer and weed control, and performing aerification.
