PROBLEM/ISSUE STATEMENT

A race route has been requested for the following event.

Who: Harvest Church
Event: Freedom 5K/Walk/Run 
Date and Time: Saturday, July 2, from 7:00am to 11:00am
Where:Starting at Harvest Church on W Wicks Lane through a residential neighborhood on Matador Ave, Vesca Way, Sierra Granda Blvd.,High Sierra, Siesta Ave to Fantan, Adobe to Morocco to W Wicks Lane back to Harvest Church.  The streets will not be closed.

Recommended conditions of approval include:
1. Provide a certificate of insurance with required liability insurance naming the City of Billings as additional insured
2. All course guards (flaggers) shall wear safety apparel, use approved STOP/SLOW paddles and one representative shall be a certified traffic controller for the event 
3. Provide and install adequate signage to notify motorists of the event
4. Clean area to be used

ALTERNATIVES ANALYZED

The Council may:
• Approve the request to use the above residential streets for the run/walk event; or
• Deny the the request 

FINANCIAL IMPACT

Administrative time to process the permit is offset by the application fee. Police and traffic control are to be paid for by Harvest Church.

RECOMMENDATION

Staff recommends that Council approve the annual Harvest Church Freedom 5K Run/Walk on the residential streets named above.
