RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 26-32, CCTV City Storm Drain to Pace Infrastructure System Specialists in the amount of $120,019.15.
EXECUTIVE SUMMARY
W.O. 26-32, CCTV City Storm Drain, will video inspect approximately 108,000 lineal feet of storm drain pipe to provide the basis for a pipe condition assessment used to prioritize maintenance and repairs. Bids were opened on February 17, 2026, and seven bids were received. Pace Infrastructure Systems Specialists submitted the lowest responsible with a bid totaling $120,019.15. The project budget is $250,000.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 26-32, CCTV City Storm Drain, is intended to CCTV City Storm Drain pipes to provide the basis for a condition assessment that includes recording sediment accumulation and pipe condition.
The purpose of this project is intended to provide in-pipe video inspection and reporting of approximately 108,000 lineal feet of storm drain mains, manholes, and storm inlet lateral pipes. The project will assess the integrity of the storm drain system, record pipe size and type, document sediment levels, and facilitate creation of accurate maps and data that can be incorporated into the GIS system utilized by multiple City departments. Currently, the condition, pipe type, and location of many of the storm drain pipes and structures is unknown. The goal is to systematically video the storm drain piping and provide an overall assessment of the entire storm drain system. Accurate assessment allows targeted maintenance and repair solutions. Furthermore, this data can also be utilized as additional base information for the storm water program to provide more accurate budget and capital project programming.
The project was publicly advertised on January 30, February 6, and February 13, 2026 in the Yellowstone County News and on the City’s website. Bids were opened on February 17, 2026 and seven bids were received. One bid was deemed nonresponsive and was not opened. Pace Infrastructure Systems Specialists submitted the lowest, responsible bid.

The project was budgeted in FY26 using Stormwater Funds in the amount of $250,000. There are sufficient funds to award the project. Remaining funds will be used for future projects. Staff reviewed the large bid spread and the highest bids received were from firms represented outside the Montana region, while the three lowest bids were received from local firms. Staff has bid similar work recently and the low bid appears to be in the typical cost range for these services.

Council may:
- Award W.O. 26-32, CCTV City Storm Drain, to Pace Infrastructure Systems Specialists in the amount of $120,019.15; or
- Not award a contract and reject all bids. If the project is not awarded, the integrity of many of the storm drains will remain unknown and the City will not be able to proactively repair or replace damaged storm drain facilities, which could cause property damage or flooding.
