RECOMMENDATION
Staff recommends the City Council approves the purchase of one (1) 2027 CCTV Inspection Van from Cues Inc. in the amount of $311,209.32.
EXECUTIVE SUMMARY
The purchase of one (1) CCTV Inspection Van is included in the approved FY26 Street and Traffic budget to support the new stormwater program. One bid was received from CUES Inc. in the amount of $311,209.32, which is below the budgeted amount of $330,000. Due to required compatibility with existing equipment and software, CUES Inc. was the sole bidder, and the bid was determined to be reasonable and less than the budgeted amount.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
This purchase of one (1) CCTV Inspection Van is included in the approved FY26 Street and Traffic budget to support the new stormwater program. The bid was advertised on March 13 and 20, 2026 in the Yellowstone County News and on the City's website. Bids were opened on April 7, 2026. Due to the need for compatibility with the City's existing camera system, transporters, and software, Cues Inc. was the sole bidder. The bid was reviewed and determined to be reasonable and, in fact, came in below the anticipated cost.
FISCAL EFFECTS
The CCTV inspection van was budgeted at $330,000. One bid was received from CUES Inc. in the amount of $311,209.32.

ALTERNATIVES
City Council may:
- Approve the purchase of the CCTV Inspection Van; or,
- Not approve the purchase. If not approved, this will impact the stormwater management of the City and will result in increased contractor costs for inspection of the lines. It also could cause time delays if local contractors are not available for emergency inspections.
