PROBLEM/ISSUE STATEMENT
This resolution provides for the formal adoption of the budget. The proposed budget has been available for review since May 2, 2011. Five (5) public presentations have been made regarding the proposed budget and the Council committed approximately 12 hours for this review. Section 2 of this resolution allows the City Administrator to amend this budget for Debt Service Funds, Federal and State Grants, Special Assessment and donations accepted and approved by the City Council. The City Council authorizes issuing debt and accepts grants and donations, other than donations which are handled per administrative order. Council approved budget amendments to allow these expenditures is therefore redundant. This delegation of authority is allowed by State Statutes. A public hearing was advertised in The Billings Times on May 26 and June 2, and the public hearing was held on June 13, 2011.
ALTERNATIVES ANALYZED
The Council held a public hearing on June 13th and now may:
- Approve the resolution; or
- Not approve the resolution;
- Delay adoption of the resolution
FINANCIAL IMPACT
The resolution sets the spending limits for all City Funds. Amendments during the year are accomplished in exactly the same way as the oringinal adoption, with the few exceptions noted in the resolution. The total budget for FY 2012 is $239,621,466.
RECOMMENDATION
Staff recommends that City Council approve the resolution approving and adopting the budget for the City of Billings for fiscal year 2011-2012.
