RECOMMENDATION
Staff recommends approval of the purchase of concession equipment necessary to outfit the new Amend Recreation Center (ARC) Courts Building from Bargreen Ellingson in the amount of $93,692.73.
EXECUTIVE SUMMARY
The Amend Recreation Center Courts Building includes a concession area intended to support tournaments, recreation programming, and facility users. Staff recommends purchasing the necessary commercial food service equipment from Bargreen Ellingson to outfit the concession space and allow the facility to operate as designed. The total cost of the equipment package is $93,692.73.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Amend Recreation Center (ARC) Courts Building project includes a concession area intended to support tournaments, league play, and other recreation programming at the facility. In order for the concession space to operate as designed, the City must procure commercial food service equipment suitable for high-volume public use.
City staff worked with Bargreen Ellingson to develop a value-engineered equipment package that provides the equipment necessary to support typical concession operations, including refrigeration, food preparation and cooking equipment, beverage service equipment, food display equipment, shelving, and related concession service components. The equipment package also includes delivery, storage, uncrating, and placement of equipment within the facility, with final utility connections to be completed by the project contractor as part of the building construction.
The procurement will be completed using the Sourcewell cooperative purchasing program, which allows public agencies to utilize competitively solicited national contracts. Use of the Sourcewell contract satisfies Montana purchasing requirements and City purchasing policies while allowing the City to leverage nationally negotiated pricing and streamline the procurement process.
As part of the project planning process, staff reviewed budgetary pricing from several regional food service equipment vendors to better understand potential costs for the concession equipment package. Quotes received from Boelter Companies ($123,824.81), US Foods ($114,625.58), and J&V Restaurant Supply ($6,830.48 base proposal with most equipment identified as alternates) generally indicated higher overall costs or incomplete equipment packages when compared to the value-engineered equipment package obtained through the Sourcewell contract with Bargreen Ellingson in the amount of $93,692.73.
