RECOMMENDATION
Staff recommends approval of the purchase of replacement parts for the Trojan 3000 Plus UV Disinfection System in the amount of $120,760.93.
EXECUTIVE SUMMARY
The Water Reclamation Facility relies on three UV modules operating continuously to disinfect approximately 20 million gallons of wastewater per day, and periodic replacement of key components is necessary to prevent disinfection failure and regulatory violations with Montana DEQ. Trojan Technologies, the original equipment manufacturer, is the sole source for compatible replacement parts. Staff recommends approval of the $120,760.93 purchase, which is within the $150,000 budget and will be funded through wastewater funds.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Water Reclamation Facility utilizes three (3) ultraviolet (UV) modules to disinfect treated wastewater before the water returns to the Yellowstone River. These modules operate continuously to disinfect the entire wastewater flow of the City, approximately 20 million gallons per day. The components of the UV modules are required to be replaced periodically to avoid disinfection failure which would result in a permit violation with the Montana DEQ.
Trojan Technologies was the manufacturer for the three (3) UV modules, and they also manufacture the replacement parts. Purchasing from Trojan Technologies ensures the replacement parts match the original equipment. Trojan Technologies is the only known vendor of original equipment replacement parts. FISCAL EFFECTS
The purchase of the UV disinfection system replacement parts is for $120,760.93 and will be paid out of wastewater funds. The budgeted cost for this equipment was $150,000. There is sufficient budget to purchase the replacement parts.
STAKEHOLDERS
ALTERNATIVES
City Council may:
- Approve the purchase of the replacement parts for the Water Reclamation Facility UV Disinfection System in the amount of 120,760.93; or
- Not approve the purchase of the replacement parts. If not approved, the routine maintenance of the UV system will not proceed. The UV system will eventually fail, resulting in the discharge of treated wastewater that exceeds the permit and could result in fines from the Montana DEQ.
