RECOMMENDATION

Approve the purchase of NetMotion VPN licenses from CDW, the lowest resale bidder, in an amount not to exceed $24,620 for June 2026 – June 2027, to support secure mobile connectivity for City operations.

EXECUTIVE SUMMARY

The City utilizes NetMotion VPN to provide secure, persistent connectivity for mobile staff operating in the field. This includes Police, Public Works, and Animal Shelter personnel who rely on MDTs (rugged laptops), tablets, and mobile devices to access City systems in real time.

Per City purchasing policy, three quotes were obtained from qualified resellers. CDW provided the lowest cost and is recommended for the award.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

NetMotion VPN is a critical component of the City’s mobile technology infrastructure. It enables:
  • Secure access to internal City systems from the field
  • Persistent connectivity across cellular and Wi-Fi networks
  • Reliable access to public safety, community development, and asset management systems
  • Real-time data access for inspections, enforcement, work orders, and emergency response
Without this capability, field staff would lose reliable access to core systems, significantly impacting operational efficiency, response times, and data accuracy.

The current licenses are set to expire in June 2026. The proposed renewal ensures continuity of service for hundreds of devices across departments.
