RECOMMENDATION
Staff recommends approval of the Guaranteed Maximum Price (GMP) Contract Amendment for the Martel Construction General Contractor/Construction Manager (GC/CM) Services contract for the airport Airline Ticketing Area and Baggage Remodel.
EXECUTIVE SUMMARY
The original GC/CM contract provided time for the GC/CM to calculate construction costs for a GMP contract amendment. The contractor has confidence that the airport Airline Ticketing and Baggage Remodel project will not exceed $22,906,907 and has put this price into the contract amendment.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
On September 22, 2025, City Council approved the contract for the airport Airline Ticketing Area and Baggage Remodel General Contractor/Construction Manager (GC/CM), Martel Construction. Pursuant to Section 3.2.6 of that contract, the airport and the contractor will establish a Guaranteed Maximum Price (GMP) that the Contract Sum shall not exceed for the construction phases of the project. The Document A133 – 2019 Exhibit A Contract Amendment guarantees a Contract Sum by the GC/CM not to exceed $22,906,907, subject to additions and deductions by Change Order as provided in the Contract Documents. Section 6.2 of the original contract holds the GC/CM accountable to pay costs that exceed the GMP, without reimbursement from the City.
This project will increase the number of ticket counter spaces through efficient design, move the baggage screening machines behind the public areas, increase the space for the traveling public, open the space in the ticketing area through ceiling modifications, redesign the airline offices behind the ticket counter, and include a series of baggage belts to feed the TSA baggage screening machines. It is a project needed to bring the airline ticket counter area up to the standards of the rest of the newly expanded airport terminal building. The original Contract Agreement and the Amendment for the GMP are both attached for reference.

FISCAL EFFECTS
The construction project price will not exceed $22,906,907.00, unless unplanned changes are revealed during construction, for which the airport has the option to issue a Change Order. The project will be paid approximately 75% through Airport Infrastructure Grants and the remaining 25% from airport revenues.
