RECOMMENDATION

Staff recommends that Council approve the Resolution of Intent to Create SID 1430 and set a public hearing date for June 8, 2026.

EXECUTIVE SUMMARY

McCall Development, Inc. is requesting approval to form a Special Improvement District (SID 1430) to fund streetlight and park improvements within the Annafeld Subdivision (6th and 7th Filing and Annafeld North 1st Filing), located south of Elysian Road. The estimated $1.51 million in improvements will be financed through SID bonds and assessed to benefiting properties, with the developer covering any cost overruns. Previously constructed streets and utilities, valued at approximately $3.33 million, satisfy about 68.8% of the City’s Raw Land District requirements. This action sets a public hearing for June 8, 2026, to consider final creation of the district.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

McCall Development Inc., the developer of Annafeld Subdivision, 6th and 7th filing, and Annafeld North Subdivision, 1st Filing, desires to construct public improvements in the subdivision that includes streetlights and park improvements. McCall Development would like to complete these improvements utilizing a special improvement district which is allowed through the Subdivision Improvements Agreement for the subdivision. Annafeld Subdivision, 6th and 7th filing, and Annafeld North Subdivision, 1st Filing is located south of Elysian Road near Elysian School. The streetlights will be installed along each street frontage. The streetlights will be maintained by the Homeowners Association until all of Annafeld Subdivision is completed. At that point, a Special Improvement Light Maintenance District (SILMD) will be created for maintenance.

McCall Development previously constructed the streets and underground utilities (water, sewer, and storm drain) within Annafeld Subdivision, 6th and 7th filing, totaling $3,333,680.57 worth of improvements. These improvements count toward the improvements in order to meet the requirements of the City's Raw Land District Requirements (Resolution No. 05-18234). The previously constructed improvements represent approximately 68.8% of the total improvement costs when including street, utility, and streetlight improvements.

This action is for notice of intent to create the SID and set a public hearing for June 8, 2026, at which time the district may be created.

FISCAL EFFECTS

The total estimated costs of the improvements are $1,510,000.00, which will be paid for from the sale of SID bonds and assessed to the properties within the SID boundary. If the costs are greater than the estimated amount, the developer will pay the additional cost.

ALTERNATIVES

The Council may:
  • Approve the Resolution of Intent to Create SID 1430 and set a public hearing for the June 8, 2026, City Council Meeting; or,
  • Not approve the Resolution of Intent to Create SID 1430. If not approved, the streetlight improvements will have to be constructed with a private contract.
