PROBLEM/ISSUE STATEMENT
At the request of a portion of the Poly Vista residential subdivision adjacent to 38th Street West, temporary speed humps were installed last April and have been in place over the summer. A detailed traffic analysis was performed to determine the efficiency of the humps and their impact to the surrounding neighborhood. The analysis showed that the speed humps were effective in reducing speeds and had little impact to the surrounding neighborhood. A permanent installation of the humps should have a similar outcome. The neighborhood desires to construct permanent speed humps along 38th Street West. The speed humps will be located on 38th Street West between Colin Drive and Poly Drive. In order to proceed with the construction of Neighborhood Traffic Control, the Council must conduct a public hearing (as outlined in the attached Resolution 13854). If opposition is greater than 20% of the impacted homeowners (in this case more than 3 landowners), the proposal shall be denied.
ALTERNATIVES ANALYZED
• Approve the installation of permanent speed humps; or
• Deny the installation of permanent speed humps.
