RECOMMENDATION

Staff recommends the City Council approve the purchase of one (1) 2026 Vactor 2100i PD Combination Sewer Cleaner from Joe Johnson Equipment in the amount of $594,083. 

EXECUTIVE SUMMARY

The FY27 Equipment Replacement Plan includes the purchase of one combination sewer cleaner to support the City's wastewater maintenance and emergency response operations. Staff obtained two quotations through the Sourcewell cooperative purchasing program, with the selected unit representing the lowest responsive quote while maintaining compatibility with the City's existing jet truck fleet, reducing long-term inventory and maintenance costs. Sufficient funding is available in the FY27 Wastewater Fund, and staff recommends approval of the purchase.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The purchase of one (1) combination sewer cleaner is included in the approved FY27 Equipment Replacement Plan (ERP) and the FY27 Wastewater budget. Combination sewer cleaners are a critical component of the City's wastewater maintenance program, providing high-pressure jetting and vacuum capabilities to clean sanitary sewer lines, reduce the risk of sanitary sewer overflows, respond quickly to blockages and emergency situations, and safely locate buried utilities. Maintaining a reliable combination sewer cleaner is essential to protecting public health, minimizing service disruptions, and extending the service life of the City's underground infrastructure.

Staff recommends procuring the equipment through the Sourcewell cooperative purchasing program. Sourcewell competitively solicits and awards contracts on behalf of participating public agencies, allowing the City to obtain equipment at pricing that is comparable to, and often lower than, traditional competitive bidding while streamlining the procurement process. To ensure the City received the best overall value, staff obtained two quotations through the Sourcewell contract. The recommended unit submitted the lowest responsive quote and is compatible with the City's existing jet truck fleet, allowing for shared, interchangeable parts that reduce inventory requirements, simplify maintenance, and lower long-term operating costs by thousands of dollars.

FISCAL EFFECTS

The combination sewer cleaner was included in the FY27 Equipment Replacement Plan and budgeted in the FY27 Wastewater Fund in the amount of $600,000. The purchase price is below the budgeted amount, resulting in project savings. The remaining budgeted funds will be available to help offset cost increases or funding shortfalls for other equipment purchases included in the FY27 Equipment Replacement Plan.

ALTERNATIVES

City Council may:
  • Approve the purchase of one (1) 2026 Vactor 2100i PD combination sewer cleaner from Joe Johnson Equipment through Sourcewell; or,
  • Not approve the purchase of the Vactor 2100i PD combination sewer cleaner.  If the purchase is not approved, the existing combination sewer cleaner will continue to experience increasing maintenance costs and downtime as it has reached the end of its useful life. Extended equipment outages may reduce the City's ability to provide timely response times and could negatively impact service levels.
