RECOMMENDATION

Staff recommends that the City Council accept application of and Mayoral approval of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) Grant and Infrastructure Improvement and Jobs Act (IIJA) grants 91 and 90. The grants amount to $2,541,508 and $6,357,360, respectively, and are awarded to be used for the airport ticket counter and baggage remodel project. 

EXECUTIVE SUMMARY

Federal Aviation Administration grant money became available, and the airport quickly applied for this limited opportunity. Construction has begun and these grant monies will help to pay for the ticket counter and baggage handling remodel project. This is a much-needed project to bring the Airport to current standards and to provide infrastructure to allow increased air service for the people of Billings. 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The Airport Ticket Counter and Baggage remodel project is part of the Airport's Capital Improvement Plan (CIP) and construction is underway. This project will expand the number of ticket agent stations to allow increased air service development. It will also move the Transportation Security Agency (TSA) baggage screening machines to the back and out of public view. Bags will be fed to the baggage screening machines via continuous belts that will run behind the airline counters. This will refresh the confined airport ticket counter area and provide a more welcoming feel for the passengers of Billings Logan International Airport (BIL). Airline ticket offices will be remodeled into suites to allow greater productivity and increased choices of tenant space, for optimized airline operational costs.

FISCAL EFFECTS

The Ticket Counter and Baggage Remodel Project will occur in several phases using FAA Entitlement and Discretionary AIP funding. The airport will also use Airport Terminal Program (ATP) funding, Bipartisan Infrastructure Law (BIL) funding, IIJA funding, and airport revenues. The combined total of FAA Grants 90 and 91 total up to $8,898,868, of which the airport must provide a 5% match, or $444,943. The matching funds are available in the Airport's Capital Improvement Account.

  • Accept FAA Grants 90 and 91 for funding of the Airport Ticket Counter and Baggage Claim Project in the amount of $8,898,868; or
  • Not approve acceptance of FAA Grants 90 and 91, and provide further direction to staff.
