PROBLEM/ISSUE STATEMENT
A race route has been requested for the following event.
Who: Road Runners Club of America
Event: Montana Governors Cup Marathon
Date and Time: Sunday, September 18th 2011 5:00am-4:00pm
Where: Route starts in Molt, through Yellowstone Club Estates, Rimrock, 46th St. W, Rangeview, 38th St W., Poly Dr., Patricia Lane, Colton, 17th St W., Parkhill Dr and 3rd St. W. All runners will eventually be on the same route finishing at Daylis Statdium. A full closure is needed at 38th St W. from Rimrock Rd to Poly Dr from 7:00am - 10:00 am and 3rd St W at Parkhill to Daylis Stadium entrance from 6:00am to 1:00pm.
Recommended conditions of approval include Road Runners Club of America:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured.
2. All course guards (flaggers) shall wear proper safety apparel, use approved STOP/SLOW paddles and one representative shall be a CERTIFIED TRAFFIC CONTROLLER for the event.
3. Provide and install adequate signage to notify motorists of the event.
4. Clean the area to be used.
5. Notify residences affected by the route.

ALTERNATIVES ANALYZED
The Council may:
• Approve the request to use the named streets for the run/walk event; or
• Deny the request
• Approve the request to use the named streets for the run/walk event; or
• Deny the request
FINANCIAL IMPACT
Administrative time to process the permit is offset by the application fee. Any Police assistance, traffic control, and litter removal are to be paid for by Road Runners Club of America.
RECOMMENDATION
Staff recommends that Council approve the race route and full closures for the named streets for the annual Montana Governors Cup Marathon.
