Yellowstone Family Park Construction Bid Award

PROBLEM/ISSUE STATEMENT

On July 21, 2011, plans and specifications were available for the purpose of seeking bids for the construction of the Yellowstone Family Park located in the Yellowstone Club Estates Subdivision.  The total budget for this project is $1,260,000.00.  After consultant fees and SID Bond costs the remaining construction budget is $953,252.06.  This project will include three levels of landscaping, irrigation and maintenance based on programming and park use.  Also included are walking paths, pavilion, basketball court, land sculptures, boulder field, playground equipment, benches, picnic tables and signage as part of the base bid.  The construction period will be for 90 days beginning on or about August 25th.  Bids were open on August 9, 2011.  There were 2 bidders, and Good Earth Works of Billings is the apparent low bidder. More time is needed to secure project financing and to allow for further bid review.    

ALTERNATIVES ANALYZED

The City Council may: 

1.  Delay award of the bid until the September 12, 2011, Council Meeting; or 
2.  Do not delay award of the bid. 

FINANCIAL IMPACT

There will be no financial impact to the City.

RECOMMENDATION

The Billings Parks, Recreation and Public Land Department recommends delay of awarding the bid until the September 12, 2011, Council Meeting to secure project financing and allow for further bid review.
