Skyview High School Homecoming Parade

PROBLEM/ISSUE STATEMENT

A parade route has been requested for the following event:

Who: Skyview High School Student Council
Event: Homecoming Parade 
Date and Time: Friday, October 7, 2011, from Noon until 2:00 pm 
Where: Start in Skyview's parking lot, south on High Sierra, east on Wicks to Babcock, then return to Skyview's parking lot. There will not be any closures of the street but police assistance will be parked at the intersections so that traffic is aware of the parade coming through.

Recommended conditions of approval include Skyview High School:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
2. Provide and install adequate traffic barricades directing motorists around closure
3. Contact residents and businesses affected and make them aware of the event 
4. Clean the area to be used after the event 

ALTERNATIVES ANALYZED

The Council may:
• Approve the request to use the above route for the parade event; or
• Deny the request

FINANCIAL IMPACT

Administrative time to process the permit is offset by the application fee.  Any police assistance, traffic control, and litter removal are the responsibility of Skyview High School Student Council.

RECOMMENDATION

Staff recommends that Council approve the parade route for the Skyview High School Homecoming parade.
