PROBLEM/ISSUE STATEMENT
The Billings Logan International Airport currently uses a contractor to provide weekly, monthly, and quarterly window cleaning services for the Airport Terminal Building. Due to the height and location of many of these windows, a professional window cleaning contractor is better equipped to handle this work and can provide this service more efficiently than can the Airport maintenance employees. The current window cleaning service agreement expires on October 31, 2011. The notice for bids for this service agreement was advertised in the Billings Times on August 4 and 11, 2011, and placed on the City's Web Site. On August 23, 2011, two bids were received for this contracted service. Skyline Services, Inc. bid $58,590, and Fish Window Cleaning bid $209,000. The staff estimate for this three year service agreement was $60,000. Staff has reviewed both bids and finds the low bid from Skyline Services, Inc. acceptable.
ALTERNATIVES ANALYZED
The City Council may:
- Approve the Agreement with the low bidder for the Three Year Window Cleaning Services for Billings Logan International Airport; or
- Decline to approve the Agreement, reject both bids, and not complete the Agreement at this time.
FINANCIAL IMPACT
The total cost of the three-year Service Agreement is $58,590 or $19,530 per year. The source of funding for the first year of the contract is budgeted in the Airport's approved FY 2012 operating budget.
RECOMMENDATION
Staff recommends that the City Council award the Three Year Window Cleaning Services Agreement for the Billings Logan International Airport Terminal Building to the low bidder, Skyline Services, Inc., for the amount of $58,590.
