Yellowstone Family Park Construction Contract Award

PROBLEM/ISSUE STATEMENT

Staff is seeking Council approval of a construction contract to improve the Yellowstone Family Park, located in the Yellowstone Club Estates Subdivision.  The total budget for this project is $1,260,000.00.  After consultant fees and SID Bond costs are deducted, the remaining construction budget is $953,252.06.  This project will include three levels of landscaping, irrigation and maintenance based on programming and park use.  Also included are walking paths, pavilion, basketball court, land sculptures, boulder field, playground equipment, benches, picnic tables and signage.  The construction period will be for 90 days beginning on or about September 14, 2011.  Bids were opened on August 9, 2011.  There were 2 bidders and Good Earth Works of Billings is the apparent low bidder with a base bid of $656,584.00.  At the August 22nd Council meeting, staff requested and the City Council approved delaying the contract award until this meeting.  Due to favorable bids and after staff consulted with representatives of Yellowstone Club Estates and Yellowstone Ridge Subdivision,  staff recommends accepting Alternate #2 (Additive) for a sidewalk in Yellowstone Ridge for $21,000.00 and Alternate #3 (additive), reconstructing the intersection at Bobby Jones and 54th Street West for $94,565.00.  The total cost of construction is $772,149.00.  Staff does not recommend accepting Alternate #1 (deductive) to construct only half of the basketball court.

ALTERNATIVES ANALYZED

The City Council may: 

1.  Award the contract for Base Bid, Alternate #2 and Alternate #3 for a total cost of $772,149.00; or
2.  Award the contract for Base Bid and Alternate #3 only for a total cost of $751,149.00; or
3.  Award the contract for Base Bid and Alternate #2 only for a total cost of $677,584.00; or
4.  Award the contract for Base Bid only for a total cost of $656,584.00; or
5.  Reject all bids and do not award a contract for the park's construction. 

FINANCIAL IMPACT

A Special Improvement District and a Park Maintenance District have been created to finance the construction and ongoing maintenance of Yellowstone Family Park.  There will be no financial impact to the City.

RECOMMENDATION

Staff recommends that the City Council award a contract for the Base Bid, Alternate #2 and Alternate #3 for a total cost of $772,149.00 to Good Earth Works, Inc. of Billings to construct the Yellowstone Family Park.
