PROBLEM/ISSUE STATEMENT
A running race route has been requested for the following event.
Who: Chase Hawks Memorial Association
Event: Race for Chase 5K Run & 10K Run
Date and Time: Sunday, October 2, 2011, 7:00 am to 11:00 am
Where: Race starts in the Sportsman's Warehouse parking lot and goes west to Shiloh, Neibauer, 56th St. W, Hesper & Shiloh Roundabout, finishing at the entrance of Zoo Montana
Recommended conditions of approval include Chase Hawks Memorial Association:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
2. All course guards (flaggers) shall wear proper safety apparel, use approved STOP/SLOW paddles and one representative shall be a CERTIFIED TRAFFIC CONTROLLER for the event
3. A Certified Traffic Controller will be required to train the rest of the course guards
4. A separate meeting wil be required with the Engineering staff to determine the exact locations of flaggers and vehicles with the overhead flashers that will be needed
5. Provide adequate signage and barricades to notify motorists of the event
5. Notify area residents affected by the route
6. Clean the area to be used
*This race enters County jurisdiction (south and west of Shiloh), State jurisdiction (King Avenue, west of Shiloh), and private property (Montant Sapphire Drive is a private road). The City can only approve the portion of the course within City limits.

The Council may:
• Approve the request to use the above race route for the 5K & 10K run event; or
• Deny the request
• Deny the request
FINANCIAL IMPACT
Administrative time to process the permit is offset by the application fee. Any police assistance, traffic control, and litter removal are to be paid for by Chase Hawks Memorial Association.
RECOMMENDATION
Staff recommends that Council approve the use of the race route listed above for the Race for Chase 5K and 10K race event.
