Mayor and Council are asked to consider authorizing and executing a Contract for Professional Services with HDR Engineering, Inc., to provide engineering design for W.O. 09-15, Grand Avenue - Zimmerman Trail to Shiloh Road. The purpose of this project is to design Grand Avenue to a five-lane section from Zimmerman Trail to Shiloh Road to match the other sections of Grand Avenue at Shiloh Road and east of Zimmerman Trail.  The engineer will evaluate access control including a potential signal at 38th and Grand, storm drain options, and the value of sodium vs LED lighting.  The design will be utilized with future development along the corridor or gives the city the option to construct Grand Avenue prior to development within the area.  HDR Engineering, Inc. was selected for this work based on City staff review of project proposals submitted by overqualified firms. Other firms considered were HDR, DOWL HKM, Morrison-Maierle, and Kadrmas Lee and Jackson.

Council may:

• Approve the Engineering Contract with HDR Engineering, Inc.; or
• Not approve the Engineering Contract with HDR Engineering, Inc.

Funding for the design of WO 09-15 Grand Avenue has been approved in the CIP projects (FY’10 $350,000).  Arterial Street Funds will be utilized for this project.

Staff recommends that Council authorize the Mayor to sign a contract for professional services with HDR Engineering, Inc. for W.O. 09-15, Grand Avenue in the amount not to exceed $204,669.00.
