PROBLEM/ISSUE STATEMENT

Due to the specialized nature of architectural services required for Terminal Building and airfield infrastructure design, including knowledge of the Federal Aviation Administration (FAA) and Federal Transit Administration (FTA) design and grant funding requirements, the Aviation and Transit Department has historically entered into five-year term contracts to provide architectural services at the Airport and MET. On November 27, 2006, the City approved a five-year contract with CTA Architects Engineers, Inc. to provide architectural services, design, survey, and contract administration services as required for Airport Capital Projects, Federal FTA, FAA, and Passenger Facility Charge (PFC) projects, and the general Departmental engineering services as needed. This base contract is amended as new projects are undertaken. The five-year contract with CTA expired on November 27, 2011; however, the initial planning and design for this project was started in September 2011, prior to the expiration of the 2006 Agreement.  Amendment Twelve, for $60,946, includes the architectural services as described above for the MET Transit Building and Bus Maintenance Area Upgrades. The existing building was dedicated in 1983 and needs upgrades to the existing HVAC, lighting systems, and the overhead garage doors. This  project will replace three boilers, two pumps, and two HVAC units with new energy efficient roof top HVAC units, as well as replace the existing garage bay ceiling mounted fan coil heating units with energy efficient radiant heat units.  Additionally, the 20 overhead garage doors in the bus maintenance and storage areas will be replaced with new insulated doors and operators, and the lighting in the shop and office areas will be upgraded with energy saving fixtures.  Staff reviewed the costs proposed by CTA and finds them acceptable for this scope of work. These energy saving improvements were identified in the Investment Grade Audit Report completed by McKinstry Essentions, Inc. for the City.  MET will use available FTA Grant funds to pay for this contract and to complete the identified projects above.

ALTERNATIVES ANALYZED

The City Council may:
  • Approve Amendment 12 with CTA Architects Engineers for the MET Transit Building and Bus Maintenance Area Upgrades project; or
  • Decline to approve Amendment 12 with CTA Architects Engineers, subsequently delaying the MET Transit Building and Bus Maintenance Area Upgrades project.

FINANCIAL IMPACT

The total cost of Amendment 12 with CTA Architects Engineers for the MET Transit Building and Bus Maintenance Area Upgrades is $60,946, and will be funded 80% with FTA Grant funds and 20% with local match funds. The FTA portion will be $48,756.80 and the local match will be $12,189.20.

RECOMMENDATION

Staff recommends that the City Council approve Amendment 12 with CTA Architects Engineers for the amount of $60,946 for the architectural services for the MET Transit Building and Bus Maintenance Area Upgrades project.
