PROBLEM/ISSUE STATEMENT
A street closure has been requested for the following event:
Who: Big Sky Senior Services
Event: St. Patrick's Day Parade & Celtic Street Fair Festivities
Date and Time: Saturday, March 17th, Parade at 10 am; Street fair from 8:00 am to 4:00 pm
Where: The established downtown parade route; Street fair under Skypoint
Recommended conditions of approval include Big Sky Senior Services:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
2. Provide and install adequate traffic barricades directing motorists around closure
3. In the area of the street fair, the closed street(s) shall be provided with a minimum 10' wide unobstructed lane along all closed streets for fire apparatus and emergency vehicle access
4. Contact all businesses/residents affected and make them aware of the event
5. Clean the area to be used after the event and provide and empty waste cans

ALTERNATIVES ANALYZED
The Council may:
• Approve the request to close streets for the event; or
• Deny the street closure
• Approve the request to close streets for the event; or
• Deny the street closure
FINANCIAL IMPACT
Administrative time to process the permit is offset by the application fee. Any police assistance, traffic control, and litter removal are the responsibility of the Big Sky Senior Services.
RECOMMENDATION
Staff recommends that Council approve the street closure named above for the annual S. Patrick's Day Parade and Celtic Street Fair event.
