PROBLEM/ISSUE STATEMENT
The City of Billings annually approves a Memorandum of Understanding (MOU) with the Beartooth RC&D Economic Development District (District). The 2011 MOU was approved by Council on February 14, 2011. This agreement's term is from the date of execution through December 31, 2012. The District's 2011 annual activities report will be delivered to Councilmembers at the meeting and the RC&D will make a short presentation.
The MOU and the funding provided by the City ($9,447.59) ensures the City's participation in and access to the District's economic development/grant writing service. The City appoints one member to the District, and that position is presently occupied by Councilmember Ulledalen.

ALTERNATIVES ANALYZED
The City Council may approve or disapprove the MOU. Disapproving it would make the economic development and grant writing services inaccessible.
FINANCIAL IMPACT
The City's approved FY 2012 budget for this item is $10,000. The 2012 request is 1.9% higher than in 2011.
RECOMMENDATION
Staff recommends that the City Council approve the 2012 MOU with the Beartooth RC&D Economic Development District and authorize the $9,447.59 payment for 2012.
