PROBLEM/ISSUE STATEMENT

The final drafts of the FY 2013-2017 Capital Improvement Plan (CIP), Equipment Replacement Plan (ERP), and Technology Replacement Plan (TRP) were presented to the City Council at the February 6, 2012 work session.  Council is being asked to hold a public hearing and consider final adoption of the FY 2013 – FY 2017 CIP and the FY 2013 ERP and TRP on March 12, 2012.  There is one change in the draft CIP for PRPL that was presented to Council.  PRPL has completed or will complete half of the chip sealing of the cemetery roads this fiscal year (FY 2012).  Therefore, the funding for the CIP project for PRPL "Chip Seal Cemetery Roads" will be reduced from $200,000 to $100,000 and will be moved from FY 2013 to FY 2017.  The funding source will remain the same.

ALTERNATIVES ANALYZED

Council may,

Hold a public hearing and adopt the CIP, ERP, and TRP as presented.

Hold a public hearing and take no action which will not allow the items in the CIP, ERP, and TRP to be included in the city’s budget for Fiscal Year (FY) 2013.

Hold a public hearing, amend the program(s) to include any desired projects and changes, and adopt the CIP, ERP, and TRP as amended.

Hold a public hearing and defer action to March 26, 2012.

FINANCIAL IMPACT

The CIP, ERP, and TRP are financial tools that indicate the City's priorities when the budgets are prepared for the City’s departments. For the FY 2013 budget, the proposed CIP would result in expenditures totaling $59,714,695. The recommended replacements for the ERP total $3,273,169 for FY 2013. The TRP for FY 2013 would result in expenditures totaling $553,424 of which $309,769 is for capital and $243,655 is for operation and maintenance. The items in each of the programs are identified and proposed by staff. However, Council amendments and the availability of funds in FY 2013 and future years could affect the actual costs of the items in those programs. Copies of the CIP, ERP, and TRP are on file in the City Clerk's Office.

RECOMMENDATION

Staff recommends that Council conduct the public hearing and approve the FY 2013–2017 CIP and the FY 2013 ERP and TRP.
