PROBLEM/ISSUE STATEMENT

The purpose of this project is to design a stormwater facility that will detain and treat runoff generated from developed and undeveloped lands in west Billings which drains to the confluence of Shiloh Drain and Hogan's Slough.  The facility will be on property that the City recently purchased from Yellowstone County, located on Shiloh Road, south of King Avenue West.  The stormwater facility will be designed to generally include constructed detention basins and wetlands, as well as walking paths and other features that will focus on conservation practices.  Staff issued a Request for Proposals (RFP) for an engineering firm to provide design of the facility.  Nine teams responded and DOWL HKM was selected through the  process.  This contract is only for preliminary design of the facility.  A separate scope and fee for final design will be presented once preliminary design has been completed.  The project is being scoped in two parts because there are too many variables at this point to develop a final design scope. 

ALTERNATIVES ANALYZED

The Council may:
  • Award the Contract for Professional Services to DOWL HKM; or 
  • Do not award the contract.  If the contract is not awarded, construction of the stormwater facility will be delayed. 

FINANCIAL IMPACT

The cost of preliminary design services is $105,909.  Funding for this contract will be paid for from Stormwater Funds budgeted in FY 12.

RECOMMENDATION

Staff recommends that Council authorize the Mayor to execute a Contract for Professional Services with DOWL HKM for $105,909 for preliminary engineering design services.
