PROBLEM/ISSUE STATEMENT
A race route and street closure has been requested for the following event:
Who: Montana Women's Run Organization
Event: 5k and 2 mile run or walk
Date and Time: Friday, May 11th, street closure starting at 6:00 pm through Saturday, May 12th, at 12:00 pm.
Where: Race route is shown on attached map and is generally in the downtown area. Street closure is requested at 2nd Ave N. from alley at N. 27th to N. 29th and Broadway from 1st Ave N. to 3rd Ave N.
Recommended conditions of approval include Montana Women's Run:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured.
2. All course guards (flaggers) shall wear proper safety apparel, use approved STOP/SLOW paddles and one representative shall be a CERTIFIED TRAFFIC CONTROLLER for the event.
3. Provide and install adequate signage to notify motorists of the event.
4. Clean the area to be used.
5. On the street to be closed for the Post-race Party and the Awards Ceremony, provide a ten foot wide unobstructed lane for access of emergency vehicles.

ALTERNATIVES ANALYZED
The Council may:
• Approve the request to use the above race route for the run/walk event; or
• Deny the request.
• Approve the request to use the above race route for the run/walk event; or
• Deny the request.
FINANCIAL IMPACT
Administrative time to process the permit is offset by the application fee. Any police assistance, traffic control, and litter removal are to be paid for by Montana Women's Run Organization.
RECOMMENDATION
Staff recommends that Council approve the race route and street closures for the annual Montana Women's Run event.
