PROBLEM/ISSUE STATEMENT
A street closure has been requested for the following event:
Who: Veteran Motor Car Club
Event: Display of Antique Automobiles
Date and Time: Saturday, June 23rd from 8:00 am to 4:00 pm.
Where: N. 28th between 2nd Ave N and 3rd Ave N
Recommended conditions of approval include Veteran Motor Car Club:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
2. Provide and install adequate traffic barricades directing motorists around closure
3. Provide a minimum ten foot wide unobstructed lane along all closed streets to provide access for emergency vehicles
4. Contact all businesses/residents affected and make them aware of the event
5. Clean the area to be used after the event and provide and empty waste cans

ALTERNATIVES ANALYZED
The Council may:
• Approve the request to close streets for the event; or
• Deny the street closure
• Approve the request to close streets for the event; or
• Deny the street closure
FINANCIAL IMPACT
Administrative time to process the permit is offset by the application fee. Any police assistance, traffic control, and litter removal are the responsibility of the Veteran Motor Car Club (VMCCA).
RECOMMENDATION
Staff recommends that Council approve the street closure named above for the Antique Automobile display for the Veteran Motor Car Club.
