PROBLEM/ISSUE STATEMENT
The Billings Police Foundation wishes to donate $2,500 to the Billings Police Department to send four Honor Guard members to the National Law Enforcement Memorial Week in Washington D.C. The Billings Police Department Honor Guard will take part in various ceremonies commemorating fallen officers, to include those from Billings, Yellowstone County, and the State of Montana. A donation verification form has been sent to the Billings Police Foundation for completion. When received, it will be forwarded to the City Clerk. City Council is being asked to accept the $2,500 donation from the Billings Police Foundation.
ALTERNATIVES ANALYZED
The City Council may:
- Accept the $2,500 donation from the Billings Police Foundation; or
- Do not accept the $2,500 donation, resulting in the Honor Guard being unable to attend the ceremonies.
FINANCIAL IMPACT
The Police Department does not budget for collateral duty, thus donations are imperative for attendance. Additional small donations have been obtained and can cover remaining costs, if any. The officers will be attending in-lieu of their assigned shifts and prior scheduling has ensured no manpower shortage.
RECOMMENDATION
Staff recommends that the City Council accept the $2,500 donation from the Billings Police Foundation to send four Honor Guard officers to the National Law Enforcement Memorial Week.
