City Council directed Staff to proceed with soliciting and contracting with a firm to assume the role as Project Manager for the Empire Parking Garage project.  The Project Manager will be responsible for overseeing the Design-Build procurement process, overall project leadership and communication, and construction administration duties, such as overall schedule management, quality control management, and cost management. The City advertised a Request for Proposals (RFP) on March 22 and 29, 2012 in The Billings Times. The RFP was for a contract that would begin immediately and end upon successful completion of the Empire Parking Garage project.  The following proposal was received:

OAC Services, Inc.             Amount Not-To-Exceed: $419,401.00

City Council may:

• Approve contract with OAC Services, Inc.
• Reject all proposals and request new proposals.
• Reject all proposals and direct staff to negotiate a contruction management contract with the City Engineering Division.

• The total contract price is not to exceed $419,401.00.
• A planned Tax Increment Finance District bond sale will pay for this work and is the financial source for the entire Empire Parking Garage project.

Staff recommends that Council approve a project management contract with OAC Services, Inc. in the not-to-exceed amount of $419,401.00.
