PROBLEM/ISSUE STATEMENT

The City’s three (3) parking garages require 12-hour random security patrol to deter vagrants, vandals, transients, etc., with additional call-outs, as needed. The current security contract was approved by City Council effective May 1, 2010, for two years with two one-year options to renew. The two initial years expired April 30, 2012, and the current contractor is supplying service month-to-month.  The City advertised a Request for Proposals (RFP) on April 19th and 26th, 2012. The RFP was for a two-year security contract with a one-year option to renew at the same annual rate. The proposals were received by Staff on May 7, 2012, and reviewed by an employee committee on May 9, 2012. The following proposal was received and reviewed by an employee committee:

Sundown Security - $24,000.00/year + $19.50/hour extra call-out rate.

ALTERNATIVES ANALYZED

• Approve contract with Sundown Security.
• Reject all proposals and request new proposals.
• Provide no security services for the parking garages.

FINANCIAL IMPACT

• The expiring annual contract price is $24,236.04.
• In FY12 and FY13, $26,000 has been budgeted for Security Services.

RECOMMENDATION

Staff recommends that Council approve the security contract with Sundown Security in the amount of $24,000 annually + $19.50/hr for call-outs.
