PROBLEM/ISSUE STATEMENT
Included in the Airport's Capital Improvement Program is the Storm Water Detention Ponds A, B, and C Upgrades. As a result of the extreme heavy rainfall events in 2010 and 2011, the Airport has undertaken measures to improve these storm detention ponds. The first improvement completed in 2011, increased the height of the spillways of ponds A, B, and C thereby increasing the ponds' overall capacity. This project will increase the height of the dikes that surround the ponds to a level that is two feet above the higher spillways. This will provide additional protection for the dikes from wave action (free board) that can be produced during extreme rainfall events when the ponds are near capacity and high winds are causing wave action. This project will remove the top four inches of soil and vegetation matter from the top of the dikes to provide a level and stable base for the new surface material. A clay/soil mixture will then be installed on the top of the dikes and covered with a two inch layer of rocks for added protection. Also included in this project, is the replacement of the existing metal grate over the outlet of Pond C, which flows into the 24" drainage pipe that continues on to Alkali Creek. The new larger trash rack will ensure that the outlet from Pond C to Alkali Creek will not become clogged with debris. This project was advertised in the Billings Times for three weeks and was on the City's Website. On August 14, 2012 the following bids were received:

ALTERNATIVES ANALYZED
The City Council may:
- Approve the the award of the Storm Water Detention Ponds A, B, and C Upgrades; or
- Reject all bids and delay the project.
FINANCIAL IMPACT
The total cost of this project is $99,032.50 This project was included in the FY 2012 budget and funds are available in the Airport's capital account. Adjustments to the FY 2013 budget will be made during the first quarter budget adjustment later this year.
RECOMMENDATION
Staff recommends the City Council approve the award of the Storm Water Detention Ponds A, B, and C Upgrades to the low bidder, Asphalt Plus, Inc., for the amount of $99,032.50
