PROBLEM/ISSUE STATEMENT

The 2006 City Water and Wastewater Facilities Plan indicated a shortage of water storage in Zone 3 East serving Billings Heights.  The proposed solution is to build a 2 MG (million gallon) concrete storage reservoir to meet current and near future storage deficits. The new tank, in conjunction with the existing Fox Reservoir, results in a total of 4 MG storage available.  A 2 MG size was selected to match the existing reservoir and to minimize concerns with water age and disinfection by-products.  As storage requirements increase in the future, a third reservoir could be added to the Fox site when needed or at another location to effectively serve Zone 3 East.
 
W.O. 09-19 includes the construction of a new 2 MG prestressed concrete reservoir with all associated piping and valves.  The project also includes diffused aeration mixing systems in the new and existing reservoirs, including a blower and blower housing, to help reduce issues with water age and disinfection by-products; instrumentation control modifications; and electrical modifications.

The project was advertised August 2 and 9 in the Billings Times and on the City's website. Bids were opened August 14, 2012.  Council is requested to award a contract based on the bids.

ALTERNATIVES ANALYZED

The Council may: 

• Award a construction contract to the low bidder, NatGun Corporation, in the amount of $ 2,572,200.00;
OR
• Reject all bids, which will delay the project and the ability to provide needed water storage.

FINANCIAL IMPACT

There were three (3) bids received for the project, as shown below.

The low bidder is NatGun Corporation. The project was approved in the FY2013 CIP and is being funded from a SRF (State Revolving Fund) loan.  There are adequate funds available to cover all project costs.

RECOMMENDATION

Staff recommends that Council approve the award of W.O. 09-19--Zone 3 East Fox Reservior Expansion to NatGun Corporation and authorize the Mayor to execute a contract in the amount of $2,572,200.00.
