The Rose Park Pool Improvements project was funded as part of the City Wide Park District in the Fiscal Year 2013 Budget.  This project will replace the existing water slide structure and related appurtenances in time for the 2013 swimming season.  An RFP was sent out July 27, 2012, requesting proposals for design, engineering and construction administration for this project.  Three firms submitted responses and on August 30, 2012, the selection committee met and chose Interstate Engineering, Inc. of Billings as the top ranked firm to enter into contract negotiations.  Interstate Engineering, Inc. has submitted a contract for services of $30,600.00.  See contract Attachment A.

The City Council may:

• Accept the contract amount of $30,600.00, and authorize a Council Contingency Fund loan resolution to cover the costs, as outlined in the Financial Impact section; or
• Reject the contract amount and postpone improvements to the water slide structure until 2014 or later.  

Funding for this project was approved as part of the FY 2013 budget.  This contract will be paid for out of these funds.  However, these funds are not available until after taxes are collected on  December 1, 2012, and therefore staff requests Council loan PRPL the contract amount out of the City Council Contingency Fund until after December 1, 2012, at which time the Contingency Funds will be repaid.  See Resolution attached.  

The Billings Parks, Recreation and Public Lands Department recommends awarding the bid to Interstate Engineering, Inc. for the amount of $30,600.00 and approve funding of this amount from Council Contingency Funds until they can be re-paid after December 1, 2012.
