PROBLEM/ISSUE STATEMENT
Coldwater Portfolio Partners, LLC is proposing to locate a Panda Express restaurant in the existing mini mall at 1633 Main Street, on Lot 1, Block 1, of Wal-Mart Subdivision.
The property currently provides 54 off-street parking stalls and meets the city off-street parking standards based on current usage. The addition of the Panda Express creates a change in use and requires 4 additional off-street parking stalls or a total of 58 for the mini mall. The entire site and surrounding area is developed and there is no area in which additional parking may be added or expanded. Therefore, Coldwater Portfolio Partners, LLC, is requesting a variance from City Code Section 6-1203 to reduce the number of off-street parking stalls required. The applicant has submitted an application for the variance (Attachment A), a proposed Site Plan Layout (Attachment B) and several pictures of the existing site (Attachments C thru I).
City staff has reviewed the number of off street parking stalls proposed with this development and has determined that the number of off street parking stalls being provided on site is adequate and the variance will have no adverse impacts on the surrounding properties or effect on traffic flow.

ALTERNATIVES ANALYZED
The City Council may:
• Approve the variance; or
• Not approve the variance. If this variance is denied, the owner’s options to meet the requirements of the Site Development Ordinances will require redesign with a reduction in the size of the facility or relocating to a larger property that would allow for the additional off street parking stalls.

FINANCIAL IMPACT
There is no direct financial impact to the City. Advertising costs for the public hearing are offset by the variance application fee.
RECOMMENDATION
Staff recommends that the City Council approve the variance to allow the reduction from the required 58 off street parking stalls to 54 stalls.
