PROBLEM/ISSUE STATEMENT
As part of the Clearwell Baffle Project, the contractor is required to sandblast and recoat Clearwell No. 1 at the Water Treatment Plant. When the clearwell was taken out of service to complete the work, it was discovered that the roof of the clearwell was severely corroded and rusted. A structural analysis of the roof was completed and it was determined that a new roof needed to be constructed. The structural work for the new roof has been completed, but additional work to complete the new roof installation is needed before the contractor can resume the coating work included in the original contract. Specifically, the interior welds and weld splatter need to be ground down to bring the interior into compliance to accept the interior coating system. There was also additional mobilization and demobilization necessary because the contractor needed to remove all of their scaffolding and then replace it to enable the roof contractor to perform their duties.
ALTERNATIVES ANALYZED
The Council may:
- Approve Change Order No. 8 with COP Construction in the amount of $212,875.97; or
- Do not Approve Change Order No. 8. Disapproval of Change Order No. 8 means the clearwell coating system on the interior roof will not be applied according to specifications which may will cause the roof to rust along the welds and void the coating warranty.
FINANCIAL IMPACT
Funding for this change order will be paid out of Water Funds. The original contract amount for this project is $936,852.00. The contract amount including previous change orders is $1,225,390.36 which is an increase of 31%. The contract amount after this change order is $1,438,266.33 which is an increase of 53%. The work will be paid on a time and material basis not to exceed the amount of this change order.
RECOMMENDATION
Staff recommends that Council approve Change Order #8 for W.O. 10-08 Water Treatment Plant Clearwell Baffle Project with COP Construction in the amount of $212,875.97.
