PROBLEM/ISSUE STATEMENT
W.O. 12-47 WWTP Digester Gas Valve Replacement is a project to purchase new eccentric plug valves to replace the old ones within the gas digester at the Wastewater Treatment Plant. The existing valves are over 50 years old and have reached their service life. Many of them are beginning to fail and are becoming increasingly difficult to open and close. It is an approved project in the current CIP. The project was advertised November 8th through December 13th in the Billings Times and on the City's website. Bids were opened on December 18, 2012 and one bid was received. Northwest Pipe Fittings submitted the lowest responsible bid. The bid was well below the engineer's estimate on this project.
ALTERNATIVES ANALYZED
The Council may:
- Award W.O. 12-47 to Northwest Pipe Fittings in the amount of $53,932; or
- Not award the contract to Northwest Pipe Fittings and reject all bids. If these valves are not purchased, the Wastewater Treatment Plant will not have valves to replace the old and failed valves within the gas digester.
