PROBLEM/ISSUE STATEMENT

In the Library's approved budget for the current fiscal year was a supplemental budget request for $16,989 for installation of a security camera system in the existing Library building.  It was anticipated that the system would be moved and expanded in the new building. When Jackson Contractor Group projected a completion date for the new building that is earlier than the architect had anticipated, Library staff decided not to install a small system in the existing building and move it only a few months later, but instead to issue an RFP for the entire package of security systems for the new building.

The RFP was advertised in the Billings Times on December 27, 2012 and January 3, 2013, as well as on the City's website. A Staff RFP Committee reviewed the proposals on January 23, 2013 and recommended Kenco; the other proposer was Comtech.

ALTERNATIVES ANALYZED

The City Council may:
  • Approve the Services Agreement with Kenco for the Library Security System in the amount of $64,981.02; or
  • Not approve a contract and reject both proposals. If the contract is not approved, the new Library may open without security systems in place.

FINANCIAL IMPACT

The Library will fund the security system using the current $16,989.00 supplemental budget request already approved for this fiscal year and an additional $47,992.02 in Library unobligated reserves, for which the Library will request a budget amendment within this fiscal year.

RECOMMENDATION

Staff recommends the City Council approve the Library Security System Service Agreement with Kenco in the amount of $64,981.02.
