PROBLEM/ISSUE STATEMENT

At the March 25, 2013, City Council meeting, Council passed the Resolution of Intent to Create SILMD 311.  SILMD 311 is a street light district which will pay the energy and maintenance cost for the street lights along Rimrock Road from Shiloh Road to Forsythia Boulevard.  The Resolution of Intent also established a public hearing for creation of the proposed district for the April 22, 2013 Council meeting.  Legal notices and a letter explaining the district and all protest procedures were mailed to each of the landowners in the proposed new district on March 27, 2013. Information on the number and percentage of property owner protests received will be presented at the public hearing.  SILMD 311 assessments are based on the linear footage of property that abuts or shares a property boundary with Rimrock Road. The assessments to each property are based on LED lights. There are 167 properties within the district, with an average yearly assessment of $38.45. The largest yearly assessment is $453.26, and the smallest yearly assessment is $2.81. 

ALTERNATIVES ANALYZED

The Council may:
  • Pass the Resolution Creating SILMD 311 - Rimrock Road, Shiloh to Forsythia, to provide a source of funding for operation and maintenance of the street lights; or
  • Do not pass the Resolution Creating SILMD 311, leaving this section of Rimrock Road without street lighting.

FINANCIAL IMPACT

All energy and maintenance costs for this proposed light district will be paid for by assessments on properties within the district.  Installation of the street lights will be paid for under the Rimrock Road reconstruction project and not by assessments.  The City's contribution to the District is $272.40 based on City-owned properties.

RECOMMENDATION

Staff recommends that Council pass this Resolution Creating SILMD 311.
