PROBLEM/ISSUE STATEMENT
MET Transit is planning to replace two 1998 low floor buses. These buses are eligible for replacement under both Federal Transit Administration (FTA) Regulations and the City of Billings Equipment Replacement Program. These buses have incurred larger than normal maintenance costs and have met their useful life of twelve years. These new buses will meet the Clean Air Act standards (CAA) and the Americans with Disabilities Act (ADA) requirements. This replacement will maintain the integrity of our fleet.
ALTERNATIVES ANALYZED
Council may:
- Approve the purchase of two Transit buses; or
- Not approve the purchase of two Transit buses
FINANCIAL IMPACT
MET Transit received one bid for these buses from Gillig, LLC. The price for each bus is $380,492 for a total cost of $760,994. American Recovery and Reinvestment Act (ARRA) funds administered through the FTA Section 5037 Grant funding program are being used for this purchase. This is an exceptional opportunity for the City, as the ARRA funds will cover the total cost of both buses; therefore, no local match is required.
RECOMMENDATION
Staff recommends that City Council approve the bid from Gillig, LLC for the purchase of two 35' x 102', heavy duty, low floor diesel transit buses for MET Transit.
